Changes to transport managers on an operator’s licence must now be made online, following the withdrawal of the TM1 form. This has been the case since 31st January 2025.
The Office of the Traffic Commissioners also requires that all applications to surrender a licence must only be made through the Vehicle Operator Licensing (VOL) system.
These changes are part of a drive to modernise the Traffic Commissioners’ systems by implementing a ‘digital by default’ process for all services.
In a statement, the Office of the Traffic Commissioners said: “For the small number of licence holders who require assistance on using electronic services, we will continue to provide a full assisted digital service.”
Last year, the DVSA stopped issuing hard copy annual test certificates when the enforcement agency moved over to a digital system, which it said would cut down on paperwork and be more environmentally friendly.
This also meant that operators no longer needed to contact DVSA to replace lost copies of their annual test certificates, which previously cost £13.00.
